Job Description: Reporting to the Manager, Utilities, the Water Planning Manager plays a key role in Engineering department???s Water Section. This section manager role is responsible for the management, planning and capital improvement of the City of Surrey???s water system, while leading a small team of professional engineers and technologists.
Duties: ??? Conducts medium and long-term water planning and recommends infrastructure upgrades to support the continual growth of the City.
??? Applies specialized technical knowledge to administer and draft policies and bylaws related to water systems.
??? Develops and maintains key relationships to coordinate with other jurisdictions such as Metro Vancouver and Health Authorities.
??? Reviews land development applications with respect to the water system. Develops water infrastructure to support Neighbourhood Concept Plan (NCP).
??? Manages the Capital and Replacement program, Water Metering program and water quality assurance.
??? Provides technical support to the City???s Engineering Operations and Design and Construction divisions.
??? Assesses the big picture to align engineering activities to the strategic direction of the department and City.
??? Applies exceptional organizational skills to handle multiple priorities.
??? Utilizes excellent interpersonal and communication skills to liaise with other internal key stakeholders, consultants, and members of the public.
Educational Requirements: Applicants under consideration will possess the following qualifications:
??? Bachelor???s Degree in Civil Engineering or a related Engineering discipline.
??? Professional Engineering (P.Eng) designation; or eligible for registration with EGBC.
??? A minimum of 10 years relevant experience with water infrastructure planning, hydraulic modelling, pump stations and PRVs is an asset. Relevant municipality experience is considered a strong asset.
??? Experience managing a team, preferably in a unionized workforce.
??? Excellent interpersonal and communication skills that enable you to achieve positive outcomes and build relationships.
??? An innovative thinker with the ability to anticipate, identify and manage emerging issues and challenges, and help identify and implement solutions while monitoring results.
??? A valid and unrestricted driver???s license.
??? An equivalent combination of experience and education may be considered.
