Job Description: Employees in this mid-level professional Planner position perform a variety of community planning functions applying their sound knowledge of planning theory, and community development land use concepts and policy planning issues. They are responsible to: coordinate and process a range of development land use, subdivision and permit applications; prepare reports for Council with recommendations regarding the approval process; research, analyze, prepare and conduct intermediate planning studies and research projects; as required develop projections and plans for industrial, commercial, residential and other areas of land use; liaise with municipal and other government agencies as required; provide information and respond to queries from internal and external sources; establish and maintain data bases for the department, including population, lot inventory, housing, development project status, and land use information; and prioritize work to comply with departmental schedules and deadlines. While considerable independent judgment is authorized for the performance of tasks within established guidelines, more complex situations are reviewed with the supervisor to determine appropriate action.
Duties: Analyze and review land use and development applications in accordance with the District of Mission Official Community Plan, the Local Government Act, various municipal bylaws and policies and procedures.

Prepare reports recommending acceptance, modification or rejection of basic land use proposals, and recommend appropriate terms and conditions for acceptable proposals.

Review, analyze, prepare, process and submit for approval various applications including re-zoning and Official Community Plan amendments, Development Permits, Development Variance Permits, liquor licence proposals, Agricultural Land Reserve referrals, and subdivision applications, and to review and provide recommendations regarding related design drawings.

Review restrictive covenants, easements, statutory right-of-ways and instrument releases for form and content, and co-ordinate for approval and registration.

As required, prepare draft policy proposals and bylaw amendments.

Prepare subdivision, neighbourhood parkland cash-in-lieu cost estimates and calculate community amenity fees as required.

Review and analyze tree inventories and tree retention/replanting proposals as required.

Process letters of credit, security, cash deposits and maintains related records.

As required conduct, research, prepare and analyze a variety of intermediate planning studies and research projects such as environmental land use and social planning studies, and other projects including the collection and analysis of historical, social, economic, legal and geographical research data.

Establish and monitor various databases for the department, including such data as population, lot inventory, housing, development project status, and land use information.
Prepare maps, charts, graphs and other material for presentations at meetings such as public hearings and public information meetings.

Provide professional advice and assistance to other departments, developers, architects, government agencies and the public in a manner that is tactful, clear, concise and appropriate.

Maintain an up to date level of knowledge regarding land use planning and development.

Provide training for new staff.

Provide information related to the performance assessment of new staff.

As required, attend, and present reports or other information to Council and/or various committee and public information meetings.
Educational Requirements: Bachelor's Degree in Geography, Community Planning, or related field supplemented by urban/community planning courses.

Valid Class 5 BC Driver's Licence.

Membership or eligibility for membership in the Canadian Institute of Planners.
Skill Requirements: Sound knowledge and understanding of provincial legislation and a comprehensive understanding of municipal bylaws and policies relating to land use.

Minimum of 2 years experience in a municipal planning environment at a Planning Technician level or higher, or recognized equivalent, or equivalent combination of education and experience.

Ability to research, prepare reports and recommendations on a variety of land use planning issues.

Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing.
Salary: $42.25 plus a comprehensive benefits package.
Additional Information: This position is 70 hours bi-weekly on a 9-day fortnight (extended hours for 9 days and 1 day off every 2 weeks).
